All these Asta Sakhis are not jives: they are not living beings. They are all expansions of Srimati Radharani. The principal sakhis are Lalita and Visakha. And those personalities also appear in the pastimes of Mahaprabhu. They were not jivas , it is said that Radha and Krishna are surrounded by a circle of these Asta Sakhis and these are in turn are served by jivas – the manjaris. These jivas are forming the next circle: they are the manjaris. So in this way we have Rupa manjari – Rupa Manjari is serving Lalita Devi – who is a Gopi.
